La plus grande difficulté de la plupart des personnes handicapées est de se faire comprendre et de recevoir de bons soins car l'attention est plus centrée sur leur état que sur leur santé. Cela vaut autant pour les enfants que pour les adultes. Cette préoccupation prévaut aussi en dentisterie, domaine où sont donnés des cours en ce sens et que paraissent de nombreux articles et livres. Un des problèmes trouve son origine dans la difficulté de formation professionnelle. Un autre problème est la partie financière. Aux E.U. des associations soutiennent la recherche sur l'handicap et développent des programmes pour les handicapés. Les besoins en soins dentaires ont rendu nécessaire depuis le milieu des années 1950 l'organisation de cours dans diverses écoles dentaires. En 1953 fut créée aux E.U. l'Académie de Dentisterie aux Handicapés et un 1er Congrès se tint en octobre 1971. Depuis 1963, une revue est également publiée.

The enhancement of measures aimed at integrating the disabled into society has been a matter of concern for all Austrian politicians holding responsible positions of authority for many years. Integrating the disabled into the employment process is of particular concern. To them, this represents a first step towards integration into "normal" society and has been promoted by various public initiatives in the past. Circumstances and perspectives of the disabled were at issue during the 7th World Conference of the International League of Organizations for the Mentally Handicapped which met in Vienna from October 1 to 6, 1978. The Austrian Postal Administration helped shape public awareness in the preliminary stages of this conference by issuing this stamp. The stamp's motif draws attention in an abstract manner to the way in which the disabled are torn between ambition and desire on the one hand and ability on the other.
